New initiative of NCR land surveying in Sarawak a success

The new initiative of the Native Customary Rights (NCR) land surveying has proven to be a success after 769,421ha of land have been perimeter-surveyed in 480 areas in the state.

According to Second Minister of Urban Development and Natural Resource Datuk Amar Awang Tengah Ali Hasan, from the number, 402 areas of 619,761ha have been gazetted as Bumiputera Communal Reserve (Agriculture) under Section 6 of the State Land Code. He told the august House during his winding-up speech yesterday that the new  initiative of NCR surveying programme, which was implemented from October 2010 to April 2017, was done in two phases.

The first phase involved the process of identifying or differentiating between valid NCR land and government land.

The second phase involved the process of surveying gazetted lands via measuring individual lots so that title deeds can be published under Section 18 of the State Land Code.

“Initially the government wanted to start the second phase of the programme after the completion of the first phase but it (second phase) has started anyway in a few areas in the state,” he added.

A total of 8,749 individual lots have been surveyed in 2013 involving 9,059.9ha, and from the figure a total of 3,989 lots (3,886ha) have been issued with land titles under Section 18 of the State Land Code. Awang Tengah also said that comprehensive reports on the achievements of the new initiative of the NCR surveying programme were submitted monthly to the Delivery Management Office (DMO) which monitors the achievements of the programme.

DMO is a secretariat at state-level chaired by the deputy state secretary (Rural Transformation).

Awang Tengah also revealed that several villages in the state have also requested for their land to be surveyed soon.

Residents of Kampung Pagan (whose request are still being processed by the Land and Survey Department) and 19 requests from Opar constituency are among those who have filed in their request.

“Fifteen of the requests have been surveyed and gazetted under Section 6 of the State Land Code, four others still in the process while two other requests are overlapping with forest reserves,” he said.

He mentioned a few villages at Bukit Peninjau which are still in the process of having their land gazetted as Bumiputra Communal Reserves (Longhouse) under Section 6 of the State Land Code.

Other issues he also mentioned were the redevelopment of Selangau town and the authority given to local governments to plan sites and location for Billboard Advertising in areas under their jurisdiction. Issues related to the Sungai Asap Resettlement Scheme were also mentioned. He said a few issues surrounding the scheme such as issuance of land title of 922 lots for residence and agriculture to be solved soon.
