Bersih wants action on Jamal’s ‘moving voters’ claim

jamal-bersihBersih 2.0 has demanded the Election Commission (EC) take immediate steps to prevent manipulation and fraud in the electoral roll, following a reported claim by Jamal Md Yunus that the party had been working to move voters to marginal constituencies.

Jamal is Sungai Besar Umno division chief.

“Now, political leaders can openly admit to cheating to win the elections with no response from the EC,” its steering committee said today.

It said in light of the severity and scale of the alleged fraud, the EC must take a proactive approach to investigate all suspicious voter movements, as provided for in Section 13(2) of the Elections (Registration of Electors) Regulations 2002.

It also called on the police to investigate attempts to “subvert the democratic process” and tamper with the elections.

“Over two months ago, Bersih 2.0 presented a memorandum to Election Commission offices nationwide, which highlighted this shifting of phantom voters,” the committee said in a statement.

It said Sekinchan state assemblyman Ng Suee Lim, who is from the DAP, had filed over 1,400 objections on the moving of phantom voters into the constituency in the draft supplementary electoral roll for the first quarter of this year.

It also said a Parliamentary select committee and a royal commission of inquiry had also found evidence that the electoral roll had been manipulated for the benefit of certain parties.

“However, instead of acting on the evidence, the EC has been assisting in hiding these wrongdoings by refusing to provide copies of draft electoral rolls with complete information and ignoring requests by NGOs and political parties to meet and discuss this issue,” it said.

“As long as the EC continues to fail in protecting the rakyat’s democratic right to fair elections, the only possible conclusion is they are working hand-in-glove with these unscrupulous parties to aid their efforts in deciding the outcome of the 14th general election before a single vote has been cast.”

Jamal was quoted by Malaysian Insight yesterday as saying he had “discovered” 7,000 new voters in Sekinchan in the Barisan Nasional’s (BN) bid to wrest back Selangor at the 14th general election (GE14)

He said he hoped that at least 85% of these voters would vote BN.

“We will move the voters using all methods possible even though it will cost us millions,” he was quoted as saying at the opening of the Subang Umno Youth meeting yesterday.

“We have identified those with Umno DNA, so if their parents are Umno, then we will register them as voters… We have identified 7,000 voters who have never voted in Sungai Besar before.”

He also reportedly said that he would help win back the Subang parliamentary constituency held by PKR’s Sivarasa Rasiah since 2008.

The Bersih 2.0 committee said Article 119(1)(b) of the Federal Constitution stipulated that voters are only entitled to vote in constituencies of which they reside, while Article 113(1) gives the responsibility of preparing and revising the electoral rolls for each constituency to the EC.

“The fight to clean up the electoral roll has been ongoing for over a decade,” it said, adding that hundreds of thousands of Malaysians had rallied in the streets over the issue.
