Pan Borneo Highway project’s mechanism, direction to be finalised by September

The mechanism and direction of the Pan Borneo Highway mega project in Sabah and Sarawak is expected to be finalised and a decision made at the latest by early September, said Works Minister Baru Bian.

He said his ministry would appoint an independent consultant engineer to review the implementation of the project involving the work packages carried out by the project contractor based on best engineering practices.

“On July 24, the ministry was directed by the Finance Ministry to review and reassess the cost and scope of the Sabah and Sarawak Pan Borneo highway project.

The ministry has submitted a proposal to appoint an independent consultant to conduct the assessment,” he told the Dewan Rakyat sitting yesterday.

He was replying to a question from Chan Foong Hin (DAP-Kota Kinabalu) who queried on the total cost involved in hiring the Borneo Highway PDP Sdn Bhd as the project delivery partner (PDP) in Sabah.

Baru said the estimated total project cost in Sabah was RM12.86 billion which was divided into 35 work packages.

Elaborating, Baru said the rate of the fees to be paid by the government to the PDP was 5.5 per cent of the overall construction cost.

“The Pan Borneo Highway project in Sabah is through the PDP Agreement that was signed on April 11, 2016 between the federal government, Sabah government and the PDP.

“The agreement has also set a penalty element on the PDP fees if the PDP fails to comply with the Key Performance Indicators (KPI), namely that the project is completed according to the cost, time and quality set,” he said.

He said so far 12 out of the 35 work packages of the Sabah Pan Borneo have been implemented while the remaining 23 work packages have yet to commence because they are either at the procurement stage, value management lab or design planning.

Meanwhile replying to a supplementary question from Chan, who questioned the Borneo Highway PDP Sdn Bhd on its chief executive officer, Shahelmy Yahya, who is also Sabah Umno Youth vice-chief, Baru said “he has been appointed and the ministry cannot do anything unless there is a report objecting to it in accordance with the law”.

  2. The Sarawak government is worried the next election will be their swan song. The newly rebranded GPS state government is still behaving like little Umno, trying to disparage and run down the Harapan government with childish statements and reprimands whenever the Harapan leaders in the state criticise them or bring up issues related to public interest. They talk about state independence from the federal government when they were the very people who used to defend the very thing they now accused the Harapan leaders of doing.

  3. Najib & Zahid is equally stupid and arrogant to the extreme. Both of them had never thought that BN will lose the GE14 and thus doing corruption openly as they will never be question since they are the MO1 & MO2 then. Now they face the music! Both Najib & Zahid daugthers can hate the govt as much as they want. But we the 20 millions citizens of Malaysia hates your both family more! We even hate the whole corrupted UMNO more as the whole party is rotten from top to bottom, which causing the country downfall all these while. Glad that now new govt is able to clear out these rubbish, but more garbage needed to be cleaned up. Still a long road ahead.

  6. PH government — please stop all this side shows of Najib. Enough. !!! Get the job done by charging him if he is guilty or else let him go scot free. Too long a delay and rakyat is fed up of both Najib and PH in the 1MDB debacles. PH government is dilly dallying with Najib and purposely letting him play havoc daily in his FB by his posting remarks and freely giving statements in every field that he was so silent when he was the PM. Is that a diversion from the PH disapoinment in truly running the country. Many promises from PH are still in the cold and leting Najib being silly in his actions as a diversion of PH failures are not helping the rakyat to improve their wretched lives. Rakyat is monitoring and patience are already at tattered ends. Do not let us equate PH as useless as UmnoBN.

    COMMENT | Former US secretary of state Hillary Clinton, when pressed by Australia’s former prime minister Kevin Rudd to take a firmer stance against China over issues relating to South China Sea, once replied: “How do you deal toughly with your banker?”

    By 2012, China was the largest purchaser of the US Treasury Bills, in order to exercise more leverage on the White House, Congress and the Senate. This is a practice learned from Japan, to keep the Washingtonian establishment happy – invariably delirious with a strong US dollar and a low interest rate to keep the American economy churning. Whether this worked or not, no one knows.

    Between 2008 and 2016, the Barack Obama administration did try its best to pivot to Asia, indeed, to rebalance the preponderance of China over the entire Asia Pacific.

    Mahathir, the region’s last post-colonial leader who outlasted Sukarno, Suharto and Lee Kuan Yew, just taught Clinton how to say the most difficult word in high diplomacy.

    Not only did Mahathir say ‘no’ to three China projects in Malaysia, he said them in Beijing before flying back to Kuala Lumpur.

    To those who are not familiar with saying no to China or anyone powerful, Mahathir had just crossed the line. How did he do that?

    To the cynics, Mahathir had gone from gutsy and bold to being literally mad. One certainly does not say no to the great powers, let alone China.

    There are US$134 billion worth of Chinese commercial endeavours spread over 11 projects throughout Malaysia….

    God gave Tun Dr Mahathir not only a long life but also bright mind to bring down a corrupted,kleptocratic Government under UMNO PM Najib,the same party which Tun Mahathir was the PM for over 22 years.That was a bad Karma for the corrupted Najib and good Karma for Malaysians.Tun Dr Mahathir is an avid reader and with his past 22 years of experience as PM of Malaysia and information on how lop-sided the former PM Najib had signed the 3 agreements with China as he was desperately in need of hard Cash to cover the 1MDB’s hole,Tun Dr Mahathir has no choice but to say NO to China.What type of agreement which was signed in US$ Billions allow the Government to pay 88% of payment when the work done was only 13% and if that is not the most stupid agreement,then Makaysians do not know what is.Now MCA leaders want to play the role of Check and Balance in PM Tun Dr Mahathir’s Cabinet.

    • The 61 years of uninterrupted rule by Umno bn has left behind a terrible mess to this country which could have been made a great nation in Asia had selfless,good and capable leaders given the choice to rule. Although the new PH government has taken over, many people like us respected as pioneers (if we are Singapore residents born before Merdeka) are already almost 70 or past 70,we sigh and lament the precious 61 years that has been spent and wasted by the most obnoxious political regime that has brought the nation down to its kneels.
